China AI strategy in Five-Year Plan targets 2030

The China AI strategy in the Five-Year Plan outlines how the country intends to scale artificial intelligence across its economy by 2030. In its 15th Five-Year Plan, China positions AI alongside quantum computing, biotechnology, and energy as core strategic technologies, emphasizing long-term investment in both infrastructure and innovation. 

The plan prioritizes foundational capabilities, including high-performance AI chips, advanced model architectures, and core algorithms. It also highlights the importance of next-generation connectivity, such as 5G-Advanced and 6G networks, to support large-scale AI workloads. These developments aim to strengthen China’s digital infrastructure and enable faster data transmission and processing. 

A central pillar of the strategy is the expansion of computing power. The government proposes building “intelligent computing clusters” and introducing market mechanisms to make computing resources more accessible, particularly for smaller enterprises. China also emphasizes real-world AI adoption across industries. At the consumer level, AI-enabled devices and applications will expand into education, healthcare, and social services, including adaptive learning and diagnostic support. 

Governance is another critical focus. The plan calls for stronger regulatory frameworks covering algorithm registration, data security, and transparency, while addressing risks such as data misuse and deepfakes.
